1. Brief facts of the case, as per complainant are that he booked three registry on 20.10.2020 at Kishan Lal Jalan Hospital, Meham Gate, Post Office whose serial no. are RH471367584IN, RH471367598IN, RH471367575IN. It is alleged that the weight of each registry was 50 grams and the orders were given by the officer present in the post office to put a postage stamp of Rs.45/- on the booking of a registry and when the departmental officer was told that the online charge of the registry was Rs.32/- by the Indian Postal Department, he said that you can directly booked the ticket online but the shortage of time Rs.135/- was paid to the postal department but according to Indian Post Office the cost was only Rs.96/-. It is further alleged that the complainant tagged Dak Bhawan, New Delhi and CPMG Ambala Haryana through Twitter and took his matter to the Ministry of Information and Broadcasting. On which Postal Department said that you should contact the Superintendent’s Office, Bhiwani.
2. The complainant verbally informed the matter to the Superintendent Head Post Office Bhiwani but no response was given. It is further alleged that I showed my talk through whatsapp on 5 November and the reply of the department received on Twitter through screenshots, but no reply was given. The complainant had written a letter on 6.11.2020 by ordinary post to Dak Bhawan, New Delhi and CPMG Ambala. The words of this letter were also conveyed o Superintendent Head quarters Bhiwani through whatsapp in which he replied that the matter is under investigation. It is further alleged that on dated 12.11.2020 the matter was again conveyed to the Superintendent Post Office, Bhiwani but to no avail. The complainant further alleged that due to the act and conduct of the respondents he has to suffer mental agony, physical harassment and financial losses. Therefore, the complainant claimed a sum of Rs.250000/- as compensation, Rs.550/- as typing and R s.39/- as gap amount. Hence, it amounts to deficiency in service on the part of OPs and as such, he has to file the present complaint.
3. On appearance, OP no. 1 to 4 filed written statement alleging therein that the complainant booked three registered post from Post Office, Kishan Lal Jalan Hospital, Bhiwani on dated 20.10.2020. On which the postal stamp of Rs.45/- each was already affixed by the applicant which was not collected from the Post Office Kishan Lal Jalan, Hospital as no record of purchase of stamp is available on that day in the account of post office. Whereas, as per the departmental rules, a postage stamp of Rs.32/- was being imposed on the registered letter of 50 gram weight. The applicant was told by the present employee that a ticket of Rs.32/- was to be charged for the said form, after which the applicant tried to remove the ticket but in the event of not being able to do so, he starting quarreling with the employee present. After that for settlement and satisfaction of the customer the employee given the receipt of Rs. 45/- each. It is submitted that in order to investigate the matter, the investigator tried several times to talk to the complainant from the phone number given in the complaint but it was said that the complainant was out of town and would come back in 2 to 3 days to give the entire incident, but the party has not yet given any information in this regard. After which he called to cooperate in the investigation through a letter dated 11.1.2021 & 27.1.2021 but the party did not give any cooperation in the investigation. Therefore, there is no deficiency in service on the part of OP no. 1 to 4. It is prayed that the complaint be dismissed.
4. Counsel for the OPs has tendered document Annexure R1 to Annexure R3 and closed the evidence vide his separate statement dt.06.01.2023
5. We have perused the written arguments filed on behalf of complainant. We have also heard the arguments of learned counsel for the parties and gone through the entire evidence placed on record by the parties carefully and minutely.

After going through the file and hearing the parties it is observed that there is no such type of evidence has been placed on record by the complainant that postal officer demanded the total stamp of registered post as Rs.45/- each from the complainant. In fact initially the registered envelope has been purchased by the complainant and he himself posted the remaining stamps upon the registered post envelopes. As per the opposite parties, the alleged postal stamps were not purchased by the complainant from the Post office KishanLalJalan Hospital as no record of purchase of stamp is available on that day in the account of post office. Hence there is no deficiency in service on the part of opposite parties and as such present complaint stands dismissed with no order as to costs.
7. Copy of this order be supplied to both the parties free of costs. File be consigned to the record room after due compliance.
