                   The case of the complainant in brief, is that the complainant  deposited his pass book for the transfer of the account from Hamirwas, District Churu (Rajasthan) to Post Office Mandhi Hariya, District Bhiwani on 23.07.2013.  It is alleged that despite repeated visits and requests his account was not transferred and pass book was not delivered to him.  It is alleged that  after filing of the present complaint the Ops have delivered to him the pass book on 11.02.2017.  The complainant prayed for the payment of compensation for mental agony and harassment and for the treatment of his illness caused due to repeated visits to the post offices. 

2.                In order to make out his case, the  complainant has tendered into evidence documents Annexure C-1 to Annexure C-6.

3.                The complainant reiterated the contents of the complaint. He submitted that he deposited his pass book for the transfer of the account from Hamirwas, District Churu (Rajasthan) to Post Office Mandhi Hariya, District Bhiwani on 23.07.2013.  He submitted that despite repeated visits and requests his account was not transferred and pass book was not delivered to him.  He submitted that after filing of the present complaint the Ops have delivered to him the pass book on 11.02.2017.  The complainant prayed for the payment of compensation for mental agony and harassment and for the treatment of his illness caused due to repeated visits to the post offices. 

4.                We have perused the record.  In this case, the representative of OP appeared on 03.11.2016 after availing various opportunities no written statement was filed on behalf of the Ops.  It seems that the Ops are not interested to defend the case.  As per the contention of the complainant, it took about 4 years for the transfer of his account from Hamirwas, District Churu to Post Office Mandhi Hariya, District Bhiwani.  It shows deficiency in service on the part of the officials of the concerned post office, the period of 4 years for the transfer of account from one post office to another post office cannot be justified in any circumstances.  Keeping in view the facts and circumstances of the case, we partly allow the complaint of the complainant against the Ops.  The Ops are directed to pay Rs. 5,000/- as compensation to the complainant for mental agony and harassment.  The Ops will credit the amount of Rs. 5,000/- in his account under intimation to him within 60 days from the date of passing of this order.  This amount be recovered from the erring officials of the post office who are responsible for the delay in the transfer of the account and the action taken report be submitted to this District Forum within 90 days.  Certified copies of the order be sent to both the parties, free of costs and file be consigned to the record room.
