The case of the complainant is that the 1st and 2nd opposite parties promoted a scheme called PERL scheme which promised land in Rajasthan and other benefits such that if a person paid an yearly instalment they will get land on the collected amount with bonus after a stipulated time. OP3 canvassed a deposit for the PERL scheme for a sum of Rs.25,000/- to be paid by monthly instalment of Rs.1,000/-. The complainant joined the scheme by a document No.ZRA 7184119, dated 23/10/2010. The complainant has paid all 25 instalments without fail. But after the termination of the scheme he demanded the offered amount and bonus. But he could not collect anything from the opposite parties because their financial difficulties. The act of the opposite parties amounts to deficiency in service. Hence the complaint.
2. On being properly served the notice of the complaint, the opposite parties were continuously absent. So set exparte.
3. When the case is posted for evidence, power of attorney holder of complainant filed proof affidavit and one document produced , which is marked as Ext.P1. Ext.P1 is the original registration letter issued on 23/10/10 by opposite parties in the name of original complainant. There is no contra evidence adduced by opposite parties.
4. In the result the complaint is allowed and the opposite parties are directed to pay Rs.25,000/- (Rupees Twenty five thousand only) to the complainant with 12% interest from the date 23/4/2016 till realization and cost Rs.3,000/- (Rupees Three thousand only) within one month from the date of receipt of copy of this order.
