metering equipment installed at the premises, it may be <br /> changed if so requested by him. However, the meter shall<br /> be procured the consumer himself and it<br /> shall be got tested/calibrated from the Board's<br /> Laboratory after the payment of necessary charges.<br /> This will not entitle the consumer to any refund due to <br /> change in average consumption of the consumer.<br /> The consumer shall be entitled for refund etc. only if <br /> he challenges his old meter and gets it<br /> tested in the M.E. Lab after depositing the<br /> challenging/testing fee. The accounts of the consumer<br /> will be revised only according to the results of<br /> the ME Lab. "<br /> Opposite party Board is therefore, perfectly justified to recover arrears of earlier bill included in the present impunged bill dated 16/9/2007 amounting to Rs.35440/-. No doubt, two photographs Ex.C1 and C2 of the fodder machine being operated with the diesel engine are produced by the complainant but no inference can be drawn that electricity was not consumed by the complainant. There is no requirement to issue separate notice by the opposite parties for recovery of arrears of the bill. Therefore, we do not find any illegality in the impunged bill dated 16/9/2007 as the complainant is liable to pay electricity charges to the opposite parties for consumption of electricity.<br /> In the ultimate analysis of aforesaid discussion, finding no merit in this complaint, same is hereby dismissed with no order as to costs. <br /> Let certified copies of judgment rendered be supplied/despatched to the parties without any unnecessary delay and thereafter file be consigned to record room.<br /> <br /> Announced : ( Surinder Mittal ) ( A.K.
