          This order shall dispose of Revision Petitions No.3930 and 3931 of 2009 since the facts and point of law involve in them are the same.

            The State Commission has dismissed the appeal as barred by time.  The delay was of 1614       days in filing the appeal.  On perusal of the order passed by the State Commission as well as the material on record, we are satisfied that the petitioner had been duly served and inspite of that, he had not put in appearance before the State Commission.  Dismissed.
