Today none has appeared on behalf of the appellant.

Learned counsel Smt. Anjali Gusain for respondent No. 1 as well as learned counsel Sh. Varesh Mittal for respondent No. 2 has appeared before the Commission.

It appears that the appellant is not interested to contest this appeal.  Hence, in the absence of appellant, the appeal is hereby dismissed with special costs of              Rs. 5,000/-, which shall be deposited in the account of State Government.
