ORDER

This order is pronounced in the open Forum on separate sheets of paper today. The complaint is partly allowed. Opposite party is directed to give telephone connection to complainant immediately and varify bills dt. 1.12.96 and 1.2.97 and also find out what were the causes for the spurt in phone calls during that billing period and act accordingly. In addition to this opposite party is directed to pay Rs.700/- to complainant as damages and costs of Rs.300/-. Thus the opposite party is directed to pay in all Rs.1,000/- to complainant within 4 weeks failing which it will carry interest at 12% p.a. till realisation. The opposite party is directed to collect the amount awarded as damages and costs from the officials who are responsible for such lapses. In case of this type, if the instrumentalities of the government are directed to pay damages, ultimately the tax payer will suffer.
