    From the averments in  the complaint it is realized that no service has been provided by OP to the complainant and any payment made by  the complainant to OP.  So there is  no consumer trader relationship between complainant and OP.  As per the Consumer Protection Act, complainant should be a consumer of OP.  Considering the said fact, the  present complaint is not maintainable,  as a complainant  does not come under the definition of  consumer in Consumer Protection Act.  Hence this complaint is dismissed.
