We agree with the view taken by the fora below that the petitioner had collected fees for the 3rd Semester against the rules framed by the Technical Education Department of Haryana. Since the fees was collected by the petitioner for the 3rd Semester in violation of rules, the fora below have rightly directed the petitioner to refund the amount along with interest. At this stage, the Counsel for the petitioner has stated that the rate of interest awarded by the fora below is 12% and is excessive. We find substance in the argument and accordingly reduce the rate of interest to 9%. We are passing this order without issuing notice to the respondent to avoid litigation and other expenses. In case the respondent does not accept the order, he is put at liberty to file an application for recall of the same. Accordingly, the revision petition is dismissed.
