The complaint pertains to non payment of maturity amount of Kisan Vikas Patras.  The complainant father purchased Kisan Vikas Patras, details of which are as follows:

He expired on 27.11.2011 in Dhanwantari Tomer Hospital, Bareilly.  Death certificate issued by said hospital is annexed along with funeral receipt by Hindu Social Service Trust, Bareilly.  The complainant approached the Post Master for payment of maturity amount which was rejected.  Therefore, complaint was filed.

OP in its version has stated that no claim form was submitted along with death certificate and as such they were unable to process the claim.

On 28.11.2014, the order sheet of this Forum indicates that claim form along with original certificate was accepted by OP Counsel, Mr. R N Yadav.  Moreover on 27.1.2015 OP counsel stated that OP is unwillingly to accept the death certificate issued by the hospital.

In our considered view, the complainant who is the nominee in said Kisan Vikas Patras has been running from pillar to post to receive the maturity amount of her late father.  Claim form and original certificate has already been handed over to OP. 

Public institutions like post office have no intention to keep the money of public after maturity.  We, therefore direct OP to release the maturity amount to complainant after accepting the death certificate of hospital furnished by complainant. We also direct OP to pay Rs.5,000/- towards litigation expenses.

The payment be made within 30 days of the receipt of the copy of the order; otherwise action will be taken under Section 25 / 27 of the Consumer Protection Act.

File be consigned to record room.

Copy of the order be sent to the parties free of cost.

        Pronounced in open Court on 16.07.2015.
