        The short facts of the case as stated by the complainant is that he booked two tickets from New Delhi to Bhadrak by Train No.22812 for 28th Dec., 2012.  However, the complainant on reaching New Delhi Railway Station on fixed date discovered that the said train has been cancelled.  The complainant wrote letters to OP-I & II stating his grievances along with request for the refund of the tickets.  OP –II Railways informed the complainant by letter dated 18.1.13 that the refund amount of Rs.1,980/- has been credited to his account.  Thereafter the complainant filed the complainant.

OP-II Railways failed to be appear and was proceeded exparte.  OP i.e. IRCTC in its reply has stated that the information of train timings through SMS are not available although, the status of tickets as to reservation and bookings are available though SMS.  We can appreciate the complainant had to undergo great inconvenience for cancellation of journey as OPs were not able to inform the  complainant through SMS attributable to the absence of requisite provisions under the Railway Act/Rules. Further, no guidelines have been issued by Railway Administration that in this regard.  We cannot hold Railway deficient in providing quality service to its passengers but through this judgment we advise Railway Administration necessary guidelines, directions should be issued to its officers for providing the facility.   In the facts and circumstances of this complaint case, there is no deficiency in service and the complaint is hereby dismissed.

Copy of the order be sent to the parties free of cost.
