On 17.12.2009 we had allowed prayer of Advocate Mr.Anand Patwardhan, seeking permission to serve non-applicant by substituted service namely publication in the widely circulated newspaper and the matter was adjourned to 30.01.2010 for publication in the widely circulated newspaper in Thane District.  Then on 30.01.2010 the order was not complied with.  Therefore request of Advocate Mr.Anand Gavand was allowed and further time was granted upto 15.03.2010.  Again on 15.03.2010 Counsel got adjournment for want of quorum and matter was adjourned to 09.06.2010.  On 09.06.2010 matter was adjourned since Commission was busy in other matters and it was adjourned to 23.07.2010.  On 23.07.2010 again it was found that applicant had not complied with the direction dated 30.01.2010.  So, another chance was given to meet newspaper publication and matter was adjourned to 07.10.2010.  On 07.10.2010 again on the request of Advocate Mr.Patwardhan we had given adjournment for compliance of order dated 23.07.2010, but nothing has been done.  It appears that applicant is not interested to prosecute this application and hence, application is rejected.
