           This C.C.Case was filed U/S-35 of C.P.Act since 2019. The Complainant purchased a phone set on Postal and paid Rs. 4999/- to Postal authority. It was VPP parcel from Ops to Complainant instead of particular mobile, Ops sent a mobile of Rs. 200/- inside the parcel. This Commission after admission issued notice but the same not delivered and returned back for no address found and no such addressee. The Complainant not taken appropriate steps for further sufficiency of notice. The C.P.Act, 2019 provided Central Consumer Protection authority and the Ld. Collector shall have power to investigate with investigation using about e-marketing irregularities or e-marketing entities who committed defect or deficiency instead of appropriate authority. Complainant filed C.C.Case before DCDRC who have no such agency to investigate such issues.                                     

                     Therefore we are of the opinion the Complainant should approach Ld. District Collector for redressal of the same.  

                  On the above observation the  C.C.Case No. 36/2019 is accordingly disposed off.
