                        Today the case was fixed for arguments. At this stage, counsel for the complainant has made a separate statement in which he states that he wants to withdraw his present complaint with liberty to file a fresh before the appropriate authority.

                        Heard. In view of the statement, the present complaint is hereby dismissed as withdrawn with a liberty to file a fresh before the appropriate authority. A copy of this order be sent to the parties free of cost.
