ORDER

The complaint is allowed. The o.p. shall refund a sum of Rs.15/- to the complainant and pay a compensation of Rs.250/- and a cost of Rs.100/- to him within a period of 45 days from the date of the receipt of this order, failing which the complainant will be at liberty to take out execution of this order and recover his dues.
