ORDER

Complaint is allowed. The o.p. shall refund a sum of Rs.500/- to the complainant along with interest at 18% p.a. from 03/02/1989. He shall further pay a cost of Rs.100/-. This order shall be carried out within a period of 45 days from the date of its receipt by the o.p. failing which penal action contemplated under the law will be instituted against him on an application being made by the complainant in that behalf.
