          It is seen from the records that appellant was absent before the Forum.  Taking into account the nature of contentions raised by the party, we feel that an opportunity should be given to the appellant to contest the matter.  Hence appeal is allowed on condition that appellant deposit the entire amount as ordered by the Forum before the Forum on or before 7.4.2016.
