Heard Counsel for the Petitioner who states that the consumer fora had no jurisdiction to entertain the complaint since the student was not a consumer.  He has drawn our attention to certain rulings which deals with statutory function of the University Board relating to conduct of examination etc.  which are not applicable to the facts and circumstances of the case under consideration.  The Complainant in this case had taken admission and paid a sum of Rs.19,400/- but subsequently he could not continue with  the course, in question, and sought refund.  Admittedly, he did not undergo the said course.  In these circumstances, the District Forum had ordered refund of Rs.19,400/- after deducting processing fee Rs.1000/-, besides award of compensation.  In our opinion, the order of the District Forum does not call for any  interference in the exercise of revisional jurisdiction under Section 21(d) of Consumer Protection Act., 1986.  The revision is, accordingly, dismissed with no order as to costs.
