ORDER

Order dated 24.08.2009 The opposite party No.1 and 2 called out absent. Notice sent by RPAD served on opposite parties. In spite of service of notice, the opposite parties have not appeared before this Forum. Therefore, they are placed exparte. Perused the complaint. On looking into the facts as stated in the complaint, it appears that it is a public interest matter. The problem is not with complainants alone. The problem stated by the complainants pertains to the entire students’ community in Bangalore. Therefore, the opposite parties should seriously look into the problem faced by the students in respect of students’ concession passes. There is some merit in the arguments of the complainants. The opposite party being Government run Corporation, it should look into the problem of the public and the students and whatever action or decision that will be taken by the opposite parties should be in the interest of the students and public. In a Democratic set of country the will of the people prevails. The Government has to look into the problem faced by the students in respect of the students concession pass. The complainants have brought the problem faced by them to the notice of the authority. Now it is for the concerned authority to take a suitable, just and proper action so as to, students shall not suffer or put into inconvenience to attend the school. The issue being a decision of the Government or the authority. Therefore, it cannot be said as a deficiency in service, therefore, the Fora can only advise the opposite parties to look into the problem of the students’ community and issue concession bus pass to the students to cover the academic year of the school. With this observation, the complaint deserves to be dismissed. The copy of the order be sent to the opposite parties to look into the problem of the students and if necessary suitable amendment and rule be made while issuing concession bus pass to the students.
