Heard learned counsel for petitioner on admission.  The factual matrix are that after having passed B.A. final year, petitioner approached respondent for issuance of original certificate.  Since there was no response, despite reminders, he filed a complaint before District Forum seeking certain reliefs in the matter.  The matter was contested by respondent and District Forum having considered rival contentions directed respondent for refund of Rs.200/- deposited by petitioner for securing original degree along with interest.  Compensation of Rs.50,000/- was also awarded by District Forum.  In appeal that was preferred by respondent before State Commission, the State Commission having taken notice of judgment of Hon’ble Apex Court in the matter of Bihar School Examination Board Vs. Suresh Prasad Sinha rendered in Civil Appeal No.3911 of 2003, this being not a consumer dispute for adjudication by Consumer Fora, dismissed the complaint directing petitioner to approach Court of Competent jurisdiction/tribunal to resolve the controversy involved.  Regarding being had to the order of State Commission, which is based on  judgment of Apex Court which holds good today, we find no merit in revision petition and dismiss the same.

The petitioner has liberty to seek remedy before appropriate Forum.
