Challenge in this revision petition is to the order dated 7.11.09 passed by the Kerala State Consumer Disputes Redressal Commission, Thiruvananthapuram (in short, ‘the State Commission’) in appeal no. 557/04. By the impugned order, the State Commission has allowed the appeal filed by the Kerala State Electricity Board against the order dated 7.06.04 passed by the District Forum, Kottayam.
We have heard the learned counsel for the petitioner. In our view, having regard to the entirety of the facts and circumstances of the case and the material brought on record, the petitioner ought not to have approached this Commission with this revision petition because we feel that the District Forum had committed grave error

in law as well as on facts by quashing the bill issued by the Kerala State Electricity Board and the State Commission has done well in correcting the said error of the District Forum by allowing the appeal. The conduct of the petitioner in the whole matter appears to be quite shoddy and smacks of misdemeanor having used electricity unauthorisedly in terms of the total consumption as well as in terms of the connected load of energy. The order passed by the State Commission is eminently justified and we see no ground whatsoever to interfere with the same. Accordingly, the revision petition is dismissed.
