It is stated by learned counsel for the complainants as well as counsel for the other parties, that the seeds were manufactured by Uttar Pradesh State Beej Pramanikaran Sanstha, and as such, the manufacturer is a necessary party. Since, manufacturer had not been impleaded as a party, now the complainants want to implead it as a necessary party and there is no objection if this prayer of the complainants is allowed and manufacturer of seeds is impleaded as a necessary party before the District Forum. 2. In view of the above statement given by learned counsel for the parties and as manufacturer of seeds is a necessary party, therefore, we set aside the orders passed by both the fora below namely, State Commission as well as the District Forum. 3. We remand above noted cases to the District Forum to decide the same afresh, after taking into consideration application for impleadment of the manufacturer of seeds as a necessary party, in accordance with law. 3. Above noted revision petitions stand disposed of accordingly. 4. Parties are directed to appear before the District Forum on 7.7.2014. 5. Dasti in addition.
