Complaint has been filed challenging the bill issued by the opposite party Electricity Board and for providing electricity connection. Complaint has been taken up for hearing on admission.

Heard the complainant.

Complainant herein alleges that she has already applied for a domestic electric connection with the opposite party. Further complainant states that the electricity connection bearing consumer No.293 of the Kalpathy section is given to two houses. The name of the owners respectively are M.S.Subalakshmi and A.V.Saraswathi. Complainant herein is also one A.V.Saraswathi. Whether they are one and the same person is not clear from the complaint.

Complainant alleges that she received two penal bills dt.13/08/09. The penal bill for consumer No.293 is Rs.2,16,000/- and penal bill for consumer No.5408 is Rs.1,80,000/-. Complainant has no case that opposite parties has wrongly issued the bills in her name. On the other hand complainant contented that the opposite parties has erred in the method of penalisation and moreover, metre reading of the complainant's building was taken on bimonthly basis and no complaints or anomalies were noted by opposite parties. Taking all these contentions, complainant finally states that the person in whose name the connection was given has preferred a complaint before the forum and complainant herein prays for an order directing the opposite parties to provide electricity connection to the complainant.

Since the complaint seems to be a vague one, not setting forth the facts properly, we are not in a position to decide whether complainant is a consumer or not. Complainant has stated that consumer No.293 was alloted to A.V.Saraswathi. Later she stated that the person in whose name the connection stands has already filed a complaint before the forum.

Forum ordered the complainant to rectify the defects. Inspite of giving sufficient time complainant has not taken any steps to rectify the defects in the complaint.

In these circumstance, we are constrained to dismiss the complaint.
