ORDER
DISTRICT CONSUMER DISPUTES REDRESSAL COMMISSION: NORTH-EAST
The Complainant has filed the present complaint under Section 35 of the Consumer protection Act, 2019.
Case of the Complainant
The case of the Complainant as revealed from the record is that Complainant had applied for PNG Gas connection to be installed at his residence at Dilshad Garden, Delhi. He deposited an amount of Rs. 1,000/- by way of cheque A/c No. 9010010000111 drawn at UCO Bank Karkardooma Court. Opposite Party generated Consumer/BP Number 4001062293. It is stated by the Complainant that in the month of January 2020 Opposite Party visited his premises and installed the iron pipeline. In June 2020, Opposite Party installed Gas Consumption Reading Meter No. ITR00157374/10/19. It is alleged that in the month of July 2020 employee of Opposite Party again inspected the fittings and etc., and gave assurance to the Complainant that connection will be start within 24 hours but it was not done so.
On 13.08.2020 Complainant made a complaint to Opposite Party vide service request No. 9903685141 for starting the PNG supply. Again on 18.08.2020 Complainant made a complaint to Opposite Party vide service request No. 9903685141 for the same. On 10.12.2020 and 11.12.2020 Complainant also made complaint to Opposite Party and Opposite Party gave assurance to resolve the complaint within 3 days but no action was taken by Opposite Party after 3 days.
Complainant has prayed for compensation on account of harassment, financial loss, mental agony, loss of social reputation, physical harassment, transportations charges etc. He is also prayed for direction to the Opposite Party to install the PNG connection at his address.
Complainant has attached copy of screenshot messages, copy of undertaking W.R.T. LPG Connection, ITR copy of Complainant, copy of PAN card, copy of Aadhar and copy of passbook entry.
Notice was sent to Opposite Party on 15.07.2021 received back with postal remark “Refused”. The Opposite Party was proceeded ex-parte vide order dated 07.12.2021.

Ex-parte evidence by way of affidavit filed by the complainant wherein he has supported averments made in his complaint.
Arguments & Conclusion
We have perused the file and written argument filed by the Complainant. We have also heard the Complainant.
The case of the Complainant is that he had applied for PNG connection at his residence. He paid the necessary charges i.e. Rs. 1,000/- to the Opposite Party. The Opposite Party installed the meter and pipe line etc., but the PNG supply was not made available to the Complainant. The Complainant was also issued the BP Number 4001062293 by the Opposite Party. The Opposite Party did not appear in this case despite service. Therefore, in our considered opinion the Complainant has proved that he had applied for PNG connection at his resident and in this regard he had paid the necessary fees/ charges to the Opposite Party and Opposite Party thereafter installed Gas reading meter at his residence and other pipe fitting etc. It is also proved by the Complainant that the Opposite Party did not install the PNG connection at the residence of the Complainant.
The Complainant has prayed for compensation of Rs. 8,400/- on account of harassment, Rs. 10,000/- on account of financial loss, Rs. 2,800/- on account of mental agony, Rs. 1,40,000/- for loss of social reputation, Rs. 5,000/- for physical harassment, Rs. 5,00,000/- on account of risk an danger to his life, amount of Rs. 10,000/- on account of transport charges. He has also claimed compensation of Rs. 11,200/- on account of expenses incurred on LPG cylinders. However, the Complainant had not led any cogent evidence as to how he is entitled for such a heavy amount of compensation.
In view of the above discussion, it is ordered that Opposite Party shall install PNG connection at the residence of the Complainant within 60 days of this order subject to the payment, if any, due towards the Complainant on account of PNG connection and also subject to completion of other formalities by the Complainant. In view of the facts and circumstances of the case an amount of Rs. 10,000/- is awarded to the Complainant as compensation.
