Even according to the Complainant, delay of more than 3 years and 18 months is caused in filing of this complaint. The Complainant has failed to assign sufficient ground to condone the delay. Therefore, Delay Condonation Application No.04/2011 is rejected. Hence, present complaint is dismissed as it is hopelessly barred by law of limitation. No order as to cost.
