          Petitioner had purchased a booth in an open auction.  After paying 25% of the auction money, i.e., Rs.36,50,000/-, he did not pay 10 half-yearly instalments on the plea that the respondent had not developed the area.

          Supreme Court in U.T. Chandigarh Administration & Anr. V/s Amarjeet Singh & Ors. - (2009) 4 SCC 660 has held that purchaser under the auction is not a consumer under the Consumer Protection Act.  Dismissed.
