                    The case of the complainant in brief, is that the complainant applied for the birth certificate of his two sons Pawan and Happy on 02.01.2015 to OP no. 1 vide receipt no. 42 & 42 issued for Rs. 17/- each.  After sometime he visited the office of OP no. 1 to get the birth certificate of his sons but the OP no. 1 informed to find out his sons birth certificates but the complainant did not found the same.  As per the complainant the OP no. 1 told him the procedure for the late registration of birth of his sons.  He pleaded that the procedure for late birth registration told by the Ops is cumbersome and complicated which is need not to be followed.  He prayed for the direction to the Ops for the issue of birth certificates of his sons.

 2.                The reply of complaint on behalf of OP no. 1 filed.  It was submitted by OP no. 1 inter alia that the birth of the sons of the complainant is not entered in the register of birth in the office.  Hence the complainant was told that the birth certificates cannot be issued due to non availability of the registration of birth of his sons and the non-availability certificate for the same was issued.  Further, the complainant was told all the formalities to be done for the late registration of birth of his sons.  The complainant instead of completing the said formalities for the late registration of birth of his sons started to make false complaints.

3.           Complainant tendered into evidence some documents alongwith supporting affidavit. 

4.                   We have heard the complainant and who reiterated the contents of his complaint.  Admittedly, the record of birth of the sons of the complainant is not registered with the Ops.  Accordingly, the Ops issued non availability certificate to the complainant.  As per the provision of law the complainant can apply for late registration of birth of his sons according to the provisions of law.  In this regard, no direction can be issued by this District Forum to the Ops for the late registration.  The complainant shall be at liberty to apply for late registration of birth of his sons as per the provision of law and the procedure, if so advised.  With this observation, the complaint of the complainant is disposed of.  Certified copies of the order be sent to the parties free of costs.  File be consigned to the record room, after due compliance.
