Forum in view of the Section 11 (2) of the Consumer Protection Act, 1986. Be it mentioned that the Complainant is at liberty to file the complaint before the appropriate Forum/Court, if not barred otherwise.     

Let plain copies of this order be supplied to the parties free of cost as per provisions of law.
