28.10.2015 Present:- Sh.Gagandeep Singh, complainant in person.

Heard on the point of admission of complaint. IPO worth Rs.100/- deposited with the complaint as fee be deposited in the relevant head as per notification dated.10.02.2005 by the Superintendent.

As per the complainant, he is resident of Sri Mukatsar Sahib. He is having saving account at HDFC Bank Branch, Mansa (Opposite party No.2. The averments of the complainant are that he had used INR Rs.70,000/- from his credit card in the month of January, 2015. He was unable to pay the due amount since March, 2015. Thereafter, he submitted written settlement/waiver request dated 27.5.2015 to opposite party No.3. Meanwhile, opposite party No.2 has debited INR Rs.44,724/- from his account in the first week of June, 2015 without giving him any intimation. This debit resulted into 0 balance in his account and his entire salary of that month was debited by opposite party No.2. He was ready to pay the final settlement amount and suffered due to this act of opposite party No.2. Due to this, the complainant has claimed compensation to the tune of Rs.1 lac from opposite party No.2.

These averments of the complainant reveal that he is having his account at branch Mansa and is claiming compensation from opposite party No.2. Therefore, no cause-of-action has arisen at Bathinda. As such, this Forum has no territorial jurisdiction to entertain this complaint. Accordingly, complaint in original alongwith copy of this order be returned to the complainant against the valid receipt. Photocopy of complaint be retained on record. File be consigned to the record room.
