The facts of the case are that Complainant on 15.03.2013 sent a parcel to her son at Karunya, Coimbatore from Rynjah Sub Post Office. However, even after more than two weeks the parcel could not be traced nor did it reach the destination. The Complainant then wrote a complaint to the OP at Rynjah as well as the General Post Office, Shillong. On first week of May 2013 the Complainant was informed by OP at Rynjah that the parcel was retrieved back. The Complainant went to collect the parcel but only to find an empty packet and all the items were missing except the address still intact. The Complainant mentioned that the items worth Rs 2,000 were missing from the parcel and hence prayed for compensation. Notices were issued to Opposite Parties both at Rynjah Sub Post Office and General Post Office Shillong but both the opposite parties failed to appear before the Forum though notices were sent and duly received by them on 03.06.2013 and 31.05.2013, 21.06.2013 & 22.06.2013 and 06.08.2013 and 14.08.2013 respectively. Since the opposite parties chose not to present their case and defend themselves, the case proceeded ex parte. After examined the complaint petition and documents filed by Complainant, it is observed by the Forum that 1. The Complainant had written a complaint dated 12.04.2013 to Rynjah S.O informing about non receipt of the parcel by her son with a request to look into the matter. Thereafter when the parcel was returned back in an empty packet, she wrote a letter dated 03.05.2013 to the Superintendent of Post Office informing of the returned parcel in damage condition and that items worth Rs 2,00 were missing and requested the office to look into the matter. 2. Both the OPs failed to attend to the complaint of the Complainant and nothing on record suggest any investigation conducted by the OPs as to why the parcel returned in an empty and damage condition. 3. Moreover the items inside the parcel were missing while it was under the custody of the OPs and the OPs chose not to appear before the Forum. On the basis of the observations above, we decide the case in favour of Complainant. Accordingly we direct the OP to pay to the Complainant an amount of Rs 2,000 Rupees two thousand only being the value to the missing items. Also we direct the OPs to pay a compensation of Rs 1,000 Rupees one thousand only for negligence and deficiency in service. The OPs to comply with this order within 30 days from the date of receipt of this order. Case disposed off.
