Complaint is partly allowed. The Opposite Party No.4 is directed to issue No Objection Certificate to the legal heirs at sr. nos (i) and (ii) of the deceased Complainant to get the electric bill and house tax records of the said flat in their names respectively. The Opposite Party No. 2 and 3 are directed to pay cost of Rs. 5,000/- (Rupees five thousand only) to the Complainant.
