          The  complainant has  filed this case with prayer to direct the opp.parties  to take  electric  bills  from him  as per  actual meter  reading and to  recover the  arrear dues   in 3 equal installments  and pay  costs.

2.       Briefly stated the  complainant’s  case runs  thus :-

3.       That, the  complainant is  domestic  consumer No. 02023213 under the opp.parties   having meter   serial number TT 02023213 since  long and  paying  the rent  regularly. It is  alleged that,  though  the   complainant  was paying  the  bill  regularly  but in August, 2012  the  opp.parties  inspected  his  house and   raised the  connected  load  to  3 K.W  from existing   1 K.W  and  gave  a  bill  for  a  huge  amount. As  per the  advice of the opp.parties,  the  complainant  gave  a new  meter  and the opp.parties  installed it  after  due test and since  then the meter   is   running  properly. According  to the   complainant  for the  period  from November,2011  to July,2012 , the  opp.parties  whimsically  charged  for  3 K.W  connection  load  i.e 432 units  per  month but his  consumption was  very  less. So he has  filed this  case.

 

4.       The  opp.parties   have  contested the  case  by  filing  written version with prayer to dismiss the  case  on the  grounds  that  after verification of the  house of the  complainant it  was found that he  was using electricity  for  3 K.W connection  load   but  paying for  1 K.W connection , for which  extra  charge has been  loaded on  him.

 

5.       The  opp.parties have   filed  the copy of the  consumer billing  in respect   of the  complainant  which reveals  that  as the   meter of the  consumer  was  not functioning on average  bill   of  144 units    for connection   load  of  1 K.W  was  recovered  from the complainant  upto October,2011   but  after  due  verification  by the   opp.parties  when the  connected  load of the   complainant  was  found  to be  3 K.W ,  he  was charged  for  consuming  432  units from  November ,2011  to July,2012    .After   new meter  installation it  was   found  that the   consumer was consumed  406 unit in August, 2012,   212units  in September,2012  and  180 units  in October,2012 . Thus, in  August, ,September and October i.e  in  3  months  the  consumed  units  was 798 units and when  calculated the  average  unit  consumed  per  month is  266 units. Therefore   the  disputed   period  is  to be  calculated , basing  on the 3  months average calculation.

          Therefore, the   units  consumed    by the   complainant  from  November,2011  to  July,2012  should be  assessed, basing on  the average units  consumed  by the  complainant    in August, September and October,2012 i.e  average  consumption  of period  was 266  units per months.

          Hence order:-

: O R D E R :

          The opp.parties  are  directed to  calculate the  arrear  bill of the  complainant  from November,2011  to July 2012 as  because  in  successive  3  months  he   has   consumed 266 units per  month  and   accordingly give him a correct  bill within 30 days  of getting  this order. The complainant is  allowed  to pay the  arrear  in 2 installments i.e first half  in the  month of getting the bill and rest  half   in the  next  month.
