DATE OF HEARING : 31.05.2017,DATE OF ORDER:31.05.2017.

SRI DIPAK KUMAR MAHAPATRA,PRESIDENT:-The case record  is put up today . On call the complainant Pravash Chandra Mishra on behalf of the other three complainants filed hazira as the complaint was filed jointly. None has been appeared from the Opp.Party neither filed version , So the case has been heard in absence of the Opp.Party . During hearing of this case Mr.Pravash Chandra Mishra has stated that all the complainants including himself are the bonafide consumer of electricity as they have availed electric connections to their cultivation lands where Deep Bore well have been dug for each complainant in their  respective recorded lands through “ Biju Krushak Sinchai Yojana “ in the year 2010. To operate these Bore well after executing agreement with WESCO,Deogarh , they availed electric connections to their respective fields . He again stated that the WESCO,Deogarh is supplying wrong and incorrect bill regularly to all of these complainants which is much more excess than the actual meter reading against actual consumption , for this reasons the WESCO sending excess arrear bills which is quite surprising and not payable at all, Every time the complainants have demanded for correct and genuine electric bill but the Opp.Party did not turned out for the same, which needs to be corrected and the complainant are ready to pay all the outstanding dues if supplied on proper meter reading without any fault or incorrectness . Hence, the complainants are facing mental agony, pain and financial loss for which they seek relief for this forum.

Basing on the above facts and evidence on the records, we came to the findings that, the complainants are the consumers of electricity and the Opp.Party is the supplier of electricity, who had supplied wrong and incorrect bills to the complainants, which is excess than the actual meter reading. So, the complainants have claimed to revise the arrear bill amount which is lying outstanding against their names as the complainants are paying regular electric bill to the Opp.Party as stated by the complainants. It is therefore observed that the Opp.Party has make “deficiency in service “U/S. 2(I) (g) for which the Opp.Party has to be penalized as under.

                                                                                ORDER.

The complaint petition is allowed. The Opp.Party is directed to recalculated and provide a correct electric bill to the complainants in place of the defective bills. No compensation is awarded except the cost of litigation. The Opp.Party is directed to pay a sum of Rs.1,000/- (Rupees One thousand ) only towards the cost  of litigation, for the deficiency in service caused by the Opp.Party. Further the Opp.Party is hereby directed to comply the aforesaid order within 30 days of receiving of this order.

Office is directed to supply the free copies of the order to the parties free of costs receiving acknowledgement of the delivery thereof.

Order is pronounced in the open court today i.e. on 31st day of May,2017 under my hand and seal of this forum.
