Learned counsel for both the parties are present.

From the perusal of the record, it appears to us that the present appeal is directed against the impugned order dated 07.09.2013 passed by the District Forum Haridwar, whereby the District Forum has directed the respondent-Electricity Department to mutate the name of the appellant-complainant in place of his grandfather’s name. The other part of reliefs, so far as the bills are concerned, were declined. Since the electricity connection was not transferred in the name of the appellant, therefore, the dispute of the bills cannot be raised at this stage in the appeal.

The appellant intends to withdraw the appeal with liberty to file application before the appropriate authority named Consumer Grievances Redressal Forum (CGRF) of the Electricity Department.  So far as the mutation part is concerned, the appellant is directed to complete all the formalities before Executive Engineer of the department and Executive Engineer after completing the formalities, shall comply with the order of the District Forum. 

Accordingly, the appeal is dismissed, being withdrawn by the appellant.
