We find from the record that complainant had not appeared on the last two dates. Today also the position is same. As per WS of the OP they made only point to be considered was whether the RC of the vehicle purchased by the complainant has been given to him or not. OP in its WS has mentioned that the registration certificate of the vehicle has already been given to the complainant and nothing remains in the complaint. May be because of this reason the complainant has not appeared.  Therefore, the complaint is dismissed in default for willful non-appearance, non-prosecution in light of the detailed observation. File be consigned to record room.
