Complainant side is present today . We have heard submission of the complainant and also gone through the complaint petition . We have found that , the instant case is not under the jurisdiction  of this forum and hence , we are not in a position  to pass any order . However , the  complainant is advised  to file the complaint in an appropriate forum afresh  taking this complaint petition from this forum. Later on , Dr Ripankar Barman  on behalf of the complainant  vide  petition  no-476/19 prays to withdraw the case . Accordingly , petition no-476/19  is allowed and the case is disposed of on withdrawal.
