          Limited notice was issued to the respondent to show as to why the impugned order passed by the State Commission be not set aside and the case remitted back to the State Commission to pass appropriate order in accordance with law.  In our opinion, State Commission has written a cryptic and non-speaking order.  The State Commission being the court of First Appeal had to decide all the

points on facts as well as law before it.  The order under challenge is set aside the case is remitted back to the State Commission to pass speaking and detailed order.

          Parties through their counsel are directed to appear before the State Commission on 19.1.2010.

          Since it is an old case, we would request the State Commission to dispose of the appeal as expeditiously as possible and preferably, within a period of 4 months from the date of first appearance. 

          Revision petition stands disposed of in above terms.
