Complainant files hazira.

Heard the Complainant. Perused the complaint and the documents thereto.

The case of the complainant is, in brief, that he paid Rs. 6,300/- only out of Rs.14,300/- through ICICI Bank (OP), Siliguri Branch, to Mr. Narayan Singh and Mrs. Poonan as cost of treatment of his hear-falling problem.  But they provided the complainant with medicine worth Rs. 500/- only and then absconded.  Finding them not at the available address, he contacted the OP-Bank for having the details of those two persons who were his(OP) account holder.  But the OP expressed their inability to share any information of their customer. Hence is the case. 

Considered.  The complainant seeks, as relief, direction to be issued on the OP-Bank to provide him(complainant) with the detail information of their(OP) account holder/customer.  The complainant himself is, however, not an account holder of the OP Bank. Hence the applicant does not fall under the definition of consumer as per section 2(d) of the Consumer Protection 1986.  Moreover the deficiency of service on the part of the OP, as stated in the complaint, if any, is not to a customer of the OP. To obtain information and pass the same to anybody does not fall within the ambit of the Forum. Hence the case is rejected.
