 The complainant is user of water connection K. No. 625197000 installed at residence A-6/169-A, Paschim Vihar, New Delhi. The complainant is making regular payment of water bill up to 25/11/2010 without reading as meter was shown as stopped. Thereafter, in February 2012, a bill for Rs 54354/- was received an account of rate revision effected by DJB after adjusting previous amount deposited by the complainant.    The matter had been reported to DJB in writing on 20-10-2012 to look into the grievances of complainant.  Later on a legal notice to DJB had also been sent on 4-3-2013. It has been alleged that bill amount is  on higher side and needs to be rectified.

          The office of the forum issued notice to the OP on 03-06-2013.  The OP filed reply of the complaint on 2-9-2013, that meter was stopped during 2009-10 and bill issued on average of 20KL per month an later on  meter was changed on 1-2-2010. It is further stated that meter reading taken on 7-7-2010 which was 24 KL and on 25-11-2010 It was 71 KL. Later on again meter found vapoured when an official checked the same on 14-2-2011 and 30-9-2011. The OP again checked the meter on 6-2-2011 and the reading was found to be 1503 KL and a bill of Rs. 51766/- was issued. On complaint filed by the complainant meter was got checked by meter inspector and found reading 1883 KL on 15-10-2012 and also noted that meter was running without use of water. The pipe line was checked by plumber and it was found that pipe line is damaged and water was going into sewer through meter.  The complainant got water line repaired and now meter is working properly. The complainant was given an opportunity to avail rebate scheme and to pay the amount but did not avail of the same.

          We have gone through all the documents on record.

          The bill received by the complainant is for the period since 25/11/2010 and also includes arrears of Rs 31539.82. The complainant has not given any reason for non-payment of the bill which had accumulated.  It was found that the pipe line of the complainant had been damaged and the water was flowing in the sewer. The complainant has now  got it repaired. The complainant has not been able to show any deficiency on the part of the OP in raising the bill which are on actual consumption basis.

          We, therefore, see no merits in this complaint. The same is hereby dismissed.

             Copy of the order be made available to parties free of cost as per law.
