1. Complainant filed this complaint on 28.10.2016 and alleged that OPs were not supplying the water in the area of  Ganesh Nagar –II , Shakarpur, Since long hence on 24.05.2016 a written complaint was signed by 14-15 local residents and sent to OPs through email.  Complainant also made the complaint at 1916 Centralized complaint number vide complaints number 201605210367, 20160511487, 201605221015, 201605221398 but all in vain hence no action has been taken till date.  Complainant further alleged that OPs are duty bound to supply the water to its consumers and on its official website OPs disclosed the water supply timing as 6AM to 9 AM and 6 PM to 8 PM while in fact the water supply is only for 15-20 minutes in 24 hours. OPs failed to supply the water and issued the bills of heavy amount to the consumers which are totally illegal.  Hence complainant prayed that OPs be directed to ensure the timely water supply to the complainant as well as in the area of Ganesh Nagar –II, Shakarpur immediately and 5,00,000/- as compensation along with litigation cost.

In reply, OPs admitted that the mater pertains to DJB Engg Wing ,Mayur vihar which has not been made party herein and submitted that complainant is making false allegations without any proof to the effect.  OPs also admitted that the present forum does not have jurisdiction to entertain the present complaint as it is related to the supply of water in the area Ganesh Nagar II and is looked after by DJB ENGG wing Mayur Vihar. OPs denied rest of the allegations made in the complaint and prayed that the complaint be dismissed with costs.

Complainant after filing this complaint did not appear on next consecutive days i.e. 25.10.2016, 22.11.2016 , 07.12.2016 hence heard arguments of the OPs on the maintainability of this complaint.  As this complaint is related to the water supply in the Area Ganesh Nagar –II which is looked after by the DJB Engg wing Mayur Vihar and not by the DJB Karol Bagh as well as DJB Preet Vihar.  It is pertinent to mention herein that DJB Engg. Wing Mayur Vihar is not under the jurisdiction of this forum. It is also pertinent to mention herein that concerned officer of the DJB Engg Wing Mayur Vihar is also a necessary party in this complaint and complainant did not make them a party in this complaint.
4. In this circumstances and above mentioned facts we are of the opinion that this complaint is not maintainable in this forum hence dismissed accordingly.
5. Both the parties will bear their own cost
6. Copy of the order made available to the parties free of cost as per law.
