   Present none for complainant since 03.03.2017, 16-03-2017, 29-03-2017  and today consecutively.  It appears  that complainant is not interested in pursuing her case. As the complaint is listed for consideration regarding maintainability of the complaint therefore perused allegations made in the complaint as well as the documents annexed with it.  Admittedly, complainant is user of water connection no. 3200401000 which was installed in the name of previous owner Sh. Rajender Kumar. The water bill annexed with the complaint related with this connection clarify that the category of the water connection is CAT-II. Hence the allegation of the complainant that she used the water connection in CAT-I is unfounded and baseless particularly in the absence  of any documentary evidence or affidavit of the previous owner Sh. Rajender Kumar. It is pertinent to mention herein that water bill CAT-II relates with the commercial connection  therefore CAT-II of the water connection cannot be treated as CAT-I as alleged by the complainant without any basis.

    Looking to the above facts and circumstances  we are of the considered opinion that  complainant is not a consumer under the provision of section 2 (i) (d) of the Consumer Protection  Act and as such  this complaint is not maintainable under the provision of Consumer Protection Act, 1986 and dismissed accordingly. 

  Copy of this order be made available to the complainant free of cost as per law. File be consigned to record room.
