          We agree with the view taken by the foras below that as per report submitted by the Vigilance Raiding Party, the MRT seals on the meter were found to be tampered; the latch wires were found to be cut (sic); meter block was found to be burnt and there was a big hole on the back side of the meter.  In the face of this report, the

State Commission has rightly held the petitioner to be liable to pay the penalty demanded by the respondent.  Revision petition is dismissed.
