Notices issued to complainant and his counsel not yet returned.   At this stage it is found that notices were issued to them under ordinary post to the addresses given in the complaint.    Therefore, it is not necessary to wait any further.   The complainant is absent throughout.   Hence complaint is dismissed.  No costs.
