Heard, submissions of the Ld. Counsel of the complainant who assert deficiencies of services against opposite parties. Considered his submissions and perused the documents.

It appears from the allegations raised and documents submitted that allegations raised at this stage appears to be civil in nature and complainant can seek his remedy before any other appropriate forum.
