Petitioner is unrepresented on record but he has sent a request to the Commission that he is unable to come to Delhi and his grounds as set out in the revision petition be considered. We have done so and on doing so we find that impugned orders passed by the fora below is emminently justified and suffers from no illegality, material irregularity much less any jurisdictional error inasmuch as the petitioner-complainant must blame himself for not producing what is called iving Certificatein order to ensure that pension due to him is credited in his account. The bank cannot be said to have committed any deficiency in service in not honouring the cheque on the ground of insufficient funds in the account of complainant. Petition as such is dismissed as devoid of any merit.
