                       Today the case was fixed for  filing reply and consideration and for arguments.  . At this stage, counsel for  complainant has made a separate statement in which he states that he wants to withdraw his present complaint with liberty to file afresh before the appropriate  authority.

                        Heard. In view of the statement, the present complaint is hereby dismissed as withdrawn with a liberty to file afresh before the appropriate authority. A copy of this order be sent to the parties  free of cost. File be consigned to the record room after due compliance.
