          Appellants are the opposite parties in CC.89/08 in the file of CDRF, Alappuzha.  The complaint stands allowed setting aside the bill issued by the appellant/opposite party.

          2. Evidence adduced consisted of the testimony of PW1, Exts.A1 & A2, RW1, and Ext.B1.

          3. We find that the order is not a considered one.  The pleadings or evidence has not been discussed.  It is scratchy in nature unbecoming of a quasi judicial Forum.  The order is set aside.  The order is remitted back to the Forum.  The Forum is directed to dispose of the matter on merits mentioning the reasons supporting the finding.  The Forum will issue notice to the complainant also.  The Forum is imparting disservice to the consumers by such orders.

          4. The matter stands posted before the Forum on 8.4.2011

          Office will forward the copy of this order to the Forum.
