निर्णय
उपरोक्त समस्त अपीलों, अपील संख्या-155/2023, अपील संख्या-156/2023, अपील संख्या-157/2023, अपील संख्या-158/2023, अपील संख्या-159/2023, अपील संख्या-160/2023, अपील संख्या-161/2023, अपील संख्या-162/2023, अपील संख्या-163/2023, अपील संख्या-164/2023, अपील संख्या-165/2023, अपील संख्या-166/2023 तथा अपील संख्या-167/2023 के तथ्य एक समान हैं, इसलिए उपरोक्त समस्त अपीलों का निस्तारण एक साथ किया जा रहा है।
प्रस्तुत अपीलें इस न्यायालय के सम्मुख जिला उपभोक्ता आयोग, गाजियाबाद द्वारा परिवाद संख्या-1028/1998 एवं अन्य परिवादों में पारित निर्णय एवं आदेश दिनांक 30.11.2022 के विरूद्ध योजित की गयी हैं।
मुझे यह तथ्य उल्लिखित करते हुए अत्यन्त हर्ष हो रहा है कि न्यायालय के द्वारा सकारात्मक प्रयास किए जाने के कारण एवं पक्षकारों द्वारा पूर्ण सहयोग प्रदान किए जाने के कारण प्रस्तुत अपीलों में विवादित बिन्दु, जो लगभग विगत 35 वर्षों से विवादित हैं, को अंतिम रूप से इस निर्णय के माध्यम से निस्तारित किया जा रहा है।
संक्षेप में वाद के तथ्य इस प्रकार हैं कि विपक्षीगण, जो कि आदर्श नगर प्रगतिशील सहकारी गृहनिर्माण समिति लि० के पदाधिकारी/अभिकर्ता/सदस्य हैं, द्वारा उपरोक्त सोसायटी की ओर से वर्ष 1988-89 आदर्श नगर प्रगतिशील सहकारी गृह निर्माण समिति लि0, जो पंजीकृत सोसायटी है तथा जिसका पंजीकरण सं०-2600 है, की ओर से आंचल विहार आवासीय योजना ग्राम कैला परगना लोनी तहसील व जिला गाजियाबाद में खसरा नं0- 384 एवं 385 में कालोनी विकसित करने का विज्ञापन प्रकाशित कराया गया, जिसमें विभिन्न प्रकार से आकर्षित किया गया। उक्त विज्ञापन से

प्रभावित होकर अपीलार्थीगण/परिवादीगण द्वारा विपक्षीगण की उक्त सोसायटी से प्रस्तावित आंचल विहार आवासीय योजना में अलग-अलग पैमायसों के प्लॉट क्रय करने हेतु आवेदन किया, जिस पर परिवादीगण को उनकी ओर से प्रस्तुत परिवाद पत्र में वर्णित प्लॉट आरक्षित किये गये, जिससे सम्बन्धित परिवादीगण द्वारा प्रस्तुत परिवादों में वर्णित अलग-अलग धनराशियां विपक्षीगण को अदा की गयी, जिसके पश्चात् परिवादीगण द्वारा विपक्षीगण से मौके पर कब्जा देने को कहा गया, परन्तु विपक्षीगण द्वारा परिवादीगण को आश्वासन दिए जाने के बावजूद कब्जा प्रदान नहीं किया गया। कब्जा प्राप्त न होने पर परिवादीगण द्वारा अधिवक्ता के माध्यम से विपक्षीगण को नोटिस दिनांक 10.09.96 को दिया गया, परन्तु फिर भी विपक्षीगण द्वारा मौके पर कब्जा नहीं दिया गया। इस प्रकार विपक्षीगण द्वारा शुरू से दुर्भावनापूर्ण लुभावना आकर्षण देकर परिवादीगण से धनराशि प्राप्त की गयी, परन्तु उन्हें आवंटित प्लॉट का कब्जा न देने से परिवादीगण को विभिन्न प्रकार की परेशानियां हुई।
पूर्व में अनेकों तिथियों पर प्रस्तुत अपीलों की सुनवाई की जाती रही तथा विगत दिनांक 12.06.2024 को निम्न विस्तृत आदेश पारित किया गया था:-

The instant appealhas been filed by the appellant Adarsh Nagar Pragatisheel SahkariAwas Samiti Ltd. againstthe impugned judgment and order dated 30-11-2022 passed by the Learned District Consumer Commission, Ghaziabad.
By the impugned judgment passed by the Learned District Consumer Commission, Ghaziabad the following order has been passed :-
“परिवादीगण उपरोक्त का परिवाद आंशिक रूप से विपक्षीगण के विरुद्ध स्वीकार

किया जाता है। विपक्षीगण को आदेशित किया जाता है कि इस
निर्णय की दिनांक से 60 दिन के अंदर दिनांक 01.04.2017 का उ०प्र० आवास विकास परिषद वसुन्धरा ऑफिस काम्पलेक्स सेक्टर 16गाजियाबाद का भौतिक कब्जा का पत्र कागज सं०- ए-1 के आधार पर आबंटित भूमि में से आनुपातिक रूप से समानता के आधार पर जितना भूखण्ड परिवादीगण के हक में आता है कब्जा हस्तान्तरित करे। हस्तान्तरण का खर्चा परिवादीगण उपरोक्त उठायेंगे। प्लॉटस का क्षेत्रफल जितना कम किया जाता है उतनी ही धनराशि उसके एवज में परिवादीगण के द्वारा जमा की गयी धनराशि पर जमा दिनांक से 09 प्रतिशत वार्षिक साधारण व्याज सहित परिवादीगण को विपक्षीगण अदा करेंगें। इसके अतिरिक्त विपक्षीगण परिवादीगण को 5000/- रू० मानसिक क्षतिपूर्ति के भी अदा करेंगे। निर्णय की एक-एक प्रति उपरोक्त सम्बन्धित सभी पत्रावलियों में रखी जाये।”
Aggrieved by the said order, the appeals are filed by the Adarsh Nagar Pragatisheel SahkariAwas Samiti Ltd. (hereinafter referred in short as ‘Samiti’).
The opposite parties/complainants appeared before this Court on previous date and they filed their reply to the appeals.

This Court has passed several orders on various dates and a detailed order incorporating the previous orders, the following order dated 21-08-2023 has been passed :-

Sri Piyush Mani Tripathi, learned Counsel for the appellant will file the supplementary affidavit bringing on record all the relevant documents related to the issue in the instant appeal including the copy of the registered sale deed and the status of the issue thereafter including as to whether the actual possession of the plot in question has been handed over by the appellant Society to the person in favour of whom the registered sale deed has been executed.

Sri Piyush Mani Tripathi, learned Counsel for the appellants appeared.
On behalf of the opposite party Sri Ram Prakash Singh, learned Counsel appeared.
The submission of learned Counsel for the appellants is that the appellants cannot comply with the order passed by the learned District Consumer Commission for the reason that more than 50% land allotted to the appellant Society has been acquired by the Avas Vikas Parishad, hence the land allotted to the members of the appellant Society cannot be physically provided.
He has further submitted that out of 249 members, 238 members agreed for taking possession of the flats which are under construction by the appellant Society alongwith the builder namely T & T Infrazone Pvt. Limited.
During the course of submission Sri Piyush Mani Tripathi, learned Counsel for the appellant submits that the construction of the flats is started in the year 2017, however, he is not able to give the correct status of the construction and has submitted that it is still going on.
Let the status of the construction of the flats by means of joint affidavit by the Secretary of the Society as well as by the builder alongwith photographs of the site be placed before this Court after due service of the copy of the affidavit

upon the Counsel for the opposite party within a period of one week from today.
List this case alongwith other connected cases on 25-07-2023.”

Sri Piyush Mani Tripathi, learned Counsel for the appellants appeared.
Sri Ram Prakash Singh, learned Counsel for the opposite parties in Appeal Nos. A/155/2023, A/156/2023, A/158/2023, A/159/2023, A/164/2023, A/166/2023 and A/167/2023 appeared alongwith complainants.
Sri Angad Prasad Shukla, learned Counsel for the opposite parties in Appeal Nos. A/157/2023, A/160/2023, A/161/2023, A/162/2023, A/163/2023 and A/165/2023 appeared alongwith complainants.
The dispute in this appeal and all the connected appeals is similar in nature. Since the Secretary of the appellant Samiti Sri Mahipal Singh and other office-bearer of the Samiti are present before this Court and the complainants are also present, who agreed to discuss the issue amicably for settling with the consent of the parties for which this Court deem it appropriate to fix a date with the consent of the parties i.e. 29-07-2023 at the consented place by both the parties at 11.00 AM.
After the discussion and amicable settlement between the parties a joint affidavit, which will be signed by the Secretary and office-bearer of the appellant Society and all the opposite parties/complainants (who are 13 in number) and will be

filed before this Court.
The joint settlement document/agreement will be provided by the parties to their Counsels within a week from 29-07-2023 which will be filed in the registry by 7th August, 2023.
All the appeals be listed at 02.00 PM on 21-08-2023 before this Court.”
In pursuance of the last order dated 25-07-2023, the instant appeal is listed before this Court.
Sri Piyush Mani Tripathi, learned Counsel for the appellants filed an application along with an affidavit stating therein that the same is filed in compliance of the order dated 25-07-2023. Certain documents are enclosed along with the aforesaid affidavit.
On behalf of opposite parties Sri Angad Prasad Shukla and Sri Amit Verma, learned counsels appeared along with the opposite parties.
During the course of the instant proceedings, this Court has been informed by the counsel for the opposite parties and the complainants who are present before this Court that the Secretary of the appellant Society has manipulated in disposing of the property/land to the Awas Vikas Parishad without the consent of the

registered owners of the land, the complainants or without their permission.
Counsel for the opposite parties further submits that the Secretary of the Society Sri Mahipal Singh has also manipulated in the original records of Sadar Tehsil, Ghaziabad whereby the names of the complainants were removed in the Khasra/Khatauni. After noticing the progress with regard to the land belonging to the complainants and when the complainants came to know about the mischief committed by the Secretary as well as office bearer of the appellant Society then immediately thereafter the records related to Sadar Tehsil, Ghaziabad belonging to the registered land were examined and thereafter they found that the original records are missing in the record maintained by the Tehsil and in place thereto fabricated records are placed by the Secretary Mahipal Singh against whom the criminal legal proceedings are still pending before the Learned District Court.
Without expressing any opinion at this stage I deem it appropriate to direct the learned counsel for the opposite parties to file their Counter Affidavit both in reply to this appeal as well as the applications/affidavits filed by the

appellant later on in the instant appeal.
As prayed four weeks’ time is allowed to file counter affidavit and to file the material evidence, a copy of which will be supplied to the counsel for the appellant Sri Piyush Mani Tripathi before filing it in the registry.
List at 2:00 P.M. on 19-10-2023.
On the next date fixed, the interim application filed in support of appeal/affidavit will be considered after perusal of counter affidavit and the evidence. The Secretary of the appellant Society will remain present on the next date.”
Thereafter the matter came up for consideration on 07-06-2024 on which date following order has been passed :-

अपीलार्थी समिति की ओर से विद्धान अधिवक्तागण श्री पियूष मणि त्रिपाठी एवं श्री सिद्धार्थ नंदवानी उपस्थित आए जिन्हें सुना गया। विपक्षीगण की ओर से विद्धान अधिवक्तागण सर्वश्री रिषभराज एवं श्री अंगद प्रसाद शुक्ला उपस्थित आए जिन्हें सुना गया। प्रत्यर्थीगण/परिवादीगण की ओर से कुछ परिवादीगण इस न्यायालय के सम्मुख पूर्व में अनेकों तिथियों पर उपस्थित होते रहे हैं और आज भी 03 परिवादीगण सर्वश्री श्री छतर सिंह अपने

पुत्र श्री वीरेन्द्र सिंह के साथ उपस्थित अए एवं उनके साथ अन्य परिवादीगण सर्वश्री संदीप एवं श्री प्रमोद भी उपस्थित आए जिन्हें विस्तारपूर्वक सुना गया।
अपीलार्थी समिति के सचिव पूर्व में एक तिथि पर उपस्थित हुए थे और उनकी ओर से उपस्थित विद्धान अधिवक्तागण द्वारा न्यायालय से प्रार्थना की गयी कि वे अगली निश्चित तिथि पर उपस्थित रहेंगे। पक्षकारों के विद्धान अधिवक्तागण द्वारा आज इस न्यायालय के सम्मुख मौखिक रूप से पक्षकारों के मध्य सुलह/समझौते/मध्यस्थता के संबंध में कथन किया गया तथा प्रार्थना की गयी कि उक्त संबंध में समिति के सचिव द्वारा हस्ताक्षरित प्रार्थना पत्र सविस्तार उल्लेख करते हुए दिनांक 10-06-2024 को कार्यालय में प्रस्तुत किया जावेगा।
एक प्रार्थना पत्र द्वारा श्री रिषभराज अधिवक्ता प्रत्यर्थीगण की ओर से इस न्यायालय के सम्मुख अपीलार्थी के विद्धान अधिवक्ता श्री पियूष मणि त्रिपाठी को कल दिनांक 06-06-2024 को प्राप्त कराकर प्रस्तुत किया गया जिसमें उनके द्वारा जिला आयोग के सम्मुख 19 अन्य परिवादीगण द्वारा प्रस्तुत अपील में अपना पक्ष प्रस्तुत किये जाने हेतु संशोधन प्रार्थना पत्र/इम्प्लीडमेंट प्रार्थना पत्र प्रस्तुत किया गया। अपीलार्थीगण के विद्धान अधिवक्ता द्वारा उपरोक्त प्रार्थना पत्र पर कोई विरोध दर्ज नहीं किया गया।

तदनुसार संशोधन प्रार्थना पत्र/इम्प्लीडमेंट प्रार्थना पत्र स्वीकार किया जाता है और आदेशित किया जाता है कि अपेक्षित संशोधन/इम्प्लीडमेंट श्री रिषभराज प्रत्यर्थीगण के विद्धान अधिवक्ता द्वारा आज ही सुनिश्चित किया जावे।
तदनुसार विपक्षीगण की ओर से उपस्थित विद्धान अधिवक्तागण द्वारा समझौता/सहमति/मध्यस्थता के संबंध में समिति के सचिव द्वारा हस्ताक्षरित प्रार्थना पत्र सविस्तार उल्लेख करते हुए दिनांक 10-06-2024 को कार्यालय में प्रस्तुत किया जावेगा, जिसकी प्रति दिनांक 10-06-2024 को ही अपीलार्थीगण के विद्धान अधिवक्ता को भी प्राप्त करायी जावेगी।
उभयपक्ष के विद्धान अधिवक्तागण इस न्यायालय द्वारा समझौता/सहमति/मध्यस्थताहेतु अधिवक्ता/अधिवक्तागण की नियुक्ति हेतु सहमति प्रदान की गयी है, जिसका उल्लेख विविध प्रार्थना पत्र में उनके द्वारा अपेक्षित है।
तदनुसार प्रस्तुत वाद को मध्यस्थता के संबंध में मध्यथ की नियुक्ति किये जाने हेतु दिनांक 12-06-2024 को अपरान्ह् 2.00 इसी पीठ के सम्मुख संबंधित अन्य अपील संख्या-155/2023, अपील संख्या-156/23, अपील संख्या-157/23, अपील संख्या-158/23, अपील संख्या-159/23, अपील संख्या-160/23, अपील संख्या-161/23, अपील संख्या-

162/23, अपील संख्या-163/23, अपील संख्या-164/23, अपील संख्या-165/23, अपील संख्या-166/23 एवं अपील संख्या-167/23 के साथ सूचीबद्ध की जावे।”
Accordingly Sri Rishabh Raj, advocate who has
filed the impleadment application with a request to permit him to implead 19 opposite parties, who have not filed their complaints before the Learned District Consumer Commission, as opposite parties in the instant appeal.
The application for impleadment has been allowed and accordingly 19 opposite parties are impleaded in Appeal No. 155/2023 as opposite parties no.2 to 20.
On the previous date i.e. 10-06-2024, the insant appeal as well as other appeals came up for consideration before this Court and on behalf of appellant newly engaged counsel Sri Siddharth Nandwani appeared and has requested for adjournment of the appeals on the ground that in the instant appeal and all connected appeals on behalf of appellant Mrs. Priyanka Midhawill appear and will address the Court on the next date fixed.
Sri Siddharth Nandwani, advocate has further informed the Court that the appellant (Samiti) and their office bearer are ready to settle the issue/dispute between the parties amicably, if this Court pleased to appoint “Mediators” for amicably settlement.
On the basis of the aforesaid oral request by Sri Siddharth Nandwani, advocate, this Court has requested him to inform the Secretary of the appellant Samiti to remain present on the next date fixed.

Accordingly, today Mrs. Priyanka Midha along with Sri Siddharth Nandwani, learned advocates represents the appellants are present along with Secretary of the appellant Samiti namely Sri Mahipal Singh, Son of Late Mangad Singh.
On the previous date i.e. 07-06-2024 as well as on 10-06-2024, 04 complainants were also present before this Court namely Sri Amod Kumar Son ofSri Chetram, Sri Chatar Singh, Sri Virendra Singh and Sri Sandeep Kumar, Son of Late Shyam Lal.
Today some of the complainants are present namely Sri Ramesh Kumar Singhal, Sri Amod Kumar, Sri Rohtas Singh, Sri Chatar Singh and Sri Rajesh, Son of Late Devendra Kumar Sharma.
On behalf of newly impleaded 19 opposite parties Sri Rishabh Raj, advocate is present.
An application dated 10-06-2024 for appointment of Mediators for amicably settlement of the matter on behalf of appellants (Samiti) has been moved and signed by Sri Siddharth Nandwani supported by an affidavit of Sri Mahipal Singh, the Secretary of the Society.
In the aforesaid application for appointment of Mediators, the request is made for appointment of Mediators for the amicably settlement between the parties. Certain names of the advocates and legal company are proposed by the learned Counsels represents the appellant Society. The opposite parties/complainants who are present (details referred hereinabove) before this Court today are not ready for appointment of any of the proposed Mediators proposed by the learned Counsels of the appellant Society in its application dated10-06-2024.

The complaiants who are present along with their Counsels namely Sri Angad Prasad Shukla and Sri Amit Verma are ready, if this Court appoints any other Mediator/Mediators for amicably settlement of the issue/dispute between the parties.
The consent has been given by all the complainants or their representatives present in this Court for appointment of Mediator/Mediators as well as by learned Counsels Mrs. Priyanka Midha and Sri Siddharth Nandwani and the Secretary of the appellant Society Sri Mahipal Singh. Accordingly following Advocates/Mediators are appointed by this Court for amicably settlement of the issue/dispute between the parties.
1. Sri Swapnil Kumar, Advocate, Allahabad High Court, Mobile No. 9415310524, Resident of 20 E/9-B, Harsh Vihar Colony, Auckland Road, Allahabad.
2. Sri Manish Mehrotra, Advocate, Lucknow Bench,High Court, Allahabad, Mobile No. 9415016285 & 9838950704.
The counsels for the appellant society and the Secretary of the appellant society as also the complainants present before this Court and their counsels are ready and all of them accepted the proposed names for the appointment of the above 02 Mediators/Advocates.
It is open for the counsels for the respective parties to assist the Mediators, if they deem it appropriate.
The Mediators will hold the mediation proceedings between the parties on 24-06-2024. On first day i.e. 24-06-2024 the Mediators will commence the mediation proceedings with regard to above mentioned 13 complainants and the appellant

society/office bearer of the appellant society. On the very next day i.e. on 25-06-2024, the Mediators will commence the mediation proceedings for newly impleaded 19 opposite parties with the presence of office bearer of the appellant society or their representatives. In all the mediation proceedings Sri Mahipal Singh, the Secretary of the appellant society will remain present, so there should not be any confusion or unnecessary hurdle.
The appellant society will pay sum of Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand Only) to each of the Mediators as fee for 02 days mediation proceedings.
For the travelling and local conveyance as well as hotel arrangement, the appellant society will pay Rs. 50,000/- to each of the Mediator towards the above expenses.
Fee and Expenses as indicated hereinabove for the Mediators will be paid to their bank account through RTGS of which the details will be gathered and provided by the counsels for the appellant society within a week.
All the necessary facilities may also be provided to the Mediators by the appellant soceity and their representatives.
Accordingly the Mediators will submit their joint report separately for the mediation hold on 24-06-2024 as well as on 25-06-2024.
The report will be submitted by the Mediators on or before 12th of July, 2024. Copies of the reports will be provided/supplied by the Mediators to learned Counsels for the appellants namely Mrs. Priyanka Midha and Sri Siddharth Nandwani, Sri Angad Prasad Shukla and Sri Amit Verma, learned Counsels

represents the 13 complainants and to Sri Rishabh Raj, learned Counsel represents the newly impleaded opposite parties in the instant appeals.

उपरोक्त आदेश दिनांक 12.06.2024 के अनुपालन में इस न्यायालय द्वारा नामित मीडिएटर/मध्यस्थ द्वय श्री स्वप्निल कुमार एवं श्री मनीष मेहरोत्रा, विद्वान अधिवक्तागण द्वारा इस न्यायालय के द्वारा अपेक्षित कार्यवाही पक्षकारों की उपस्थिति में सुनिश्चित करायी गयी, जिससे सम्बन्धित मध्यस्थगण द्वारा हस्ताक्षरित रिपोर्ट दिनांक 09.07.2024 इस न्यायालय के सम्मुख प्रस्तुत की गयी।
उपरोक्त अपीलों में अपीलार्थी समिति की ओर से विद्वान अधिवक्तागण श्री सिद्धार्थ नन्दवानी एवं श्री पियूष मणि त्रिपाठी उपस्थित हैं। प्रत्यर्थीगण की ओर से विद्वान अधिवक्तागण श्री अंगद प्रसाद शुक्ला, श्री अमित वर्मा एवं श्री ऋषभ राज उपस्थित हैं। प्रत्यर्थीगण में इस न्यायालय के सम्मुख श्री चतर सिंह, श्री विरेन्दर सिंह, श्री रमेश कुमार सिंघल, श्री कमल कुमार, श्री दिनेश छाबड़ा, श्री हरविन्दर सिंह, श्री संजीव शर्मा, श्री नानक सिंह, श्री रोहताश सिंह तथा श्री आमोद कुमार शर्मा उपस्थित हैं। अपीलार्थी समिति के सचिव श्री महिपाल सिंह एवं अध्यक्ष, श्री हरीश चन्द्र गोला उपस्थित हैं।
दौरान आदेश पारित किए जाने के मध्य प्रत्यर्थीगण के विद्वान अधिवक्तागण द्वारा इस न्यायालय को इस तथ्य से अवगत कराया गया कि प्रत्यर्थीगण में से कुछ पक्षकार/प्रत्यर्थीगण वास्तव में या तो बीमार हैं या चलने-फिरने में असमर्थ हैं अथवा उनकी उम्र 80 वर्ष या उससे अधिक है। अवगत कराया कि दौरान मध्यस्थता कार्यवाही पक्षकारों के मध्य भी यह बिन्दु उठाया गया था, जिस पर अपीलार्थी समिति के पदाधिकारियों द्वारा स्वयं इस

बात का संज्ञान लिया गया था कि यथासम्भव जिन बुजुर्गों एवं बीमार पक्षकारों/प्रत्यर्थीगण को प्रथम 05 फ्लोर में आवासीय फ्लैट प्राप्त कराया जा सकता होगा तब यदि प्रत्यर्थीगण की ओर से अन्य किसी प्रत्यर्थी द्वारा उसका विरोध नहीं किया जावेगा तब सहानुभूतिपूर्ण दृष्टिकोंण अपनाते हुए उपरोक्त बुजुर्गों को प्राथमिकता देते हुए फ्लोर 01 से 05 तक में समायोजित किया जावेगा।
बिना किसी टिप्पणी के मेरे विचार से पक्षकारों के मध्य जो वार्ता हुई है, उस पर उनके द्वारा सहानुभूतिपूर्वक विचार किए जाने हेतु अपेक्षा की जाती है।
समस्त तथ्यों को दृष्टिगत रखते हुए उपरोक्त समस्त अपीलें, अपील संख्या-155/2023, अपील संख्या-156/2023, अपील संख्या-157/2023, अपील संख्या-158/2023, अपील संख्या-159/2023, अपील संख्या-160/2023, अपील संख्या-161/2023, अपील संख्या-162/2023, अपील संख्या-163/2023, अपील संख्या-164/2023, अपील संख्या-165/2023, अपील संख्या-166/2023 तथा अपील संख्या-167/2023 अंतिम रूप से निस्तारित की जाती है।
इस निर्णय की मूल प्रति अपील संख्या-155/2023 में रखी जाये तथा अन्य सम्बन्धित अपील संख्या-156/2023, अपील संख्या-157/2023, अपील संख्या-158/2023, अपील संख्या-159/2023, अपील संख्या-160/2023, अपील संख्या-161/2023, अपील संख्या-162/2023, अपील संख्या-163/2023, अपील संख्या-164/2023, अपील संख्या-165/2023, अपील संख्या-166/2023 तथा अपील संख्या-167/2023 में इस निर्णय की एक-एक छायाप्रति रखी जाये।
