      Order

      Karnail Singh (President)

      1. This complaint put up before us for admission.

      2. The instant complaint filed by complainants, wherein alleged that the Complainants had applied for domestic connection before Opposite Party No.3 on 06.06.2016 and deposited the charges of electricity connection vide receipt No.3003315939 after completing the all formalities. The Opposite Party No.3 assured the Complainant that the electricity meter shall be installed soon by the Officials in house No.119-A Madhuban Colony, Raj, Nagar, Basti Bawa Khel, Jalanddhar, Receipt is attached. Despite best efforts of the complainant, the Opposite Party No.3 has not installed the electricity meter in the house of the Complainant without any reason and as such the instant complaint filed with the prayer that Opposite Parties be directed to install the electricity connection in the house and further directed to pay Rs.1,00,000/- as damages suffered by the complainant.

3 We have gone through the file and find that the Complainant has mentioned in Para No.2 of the complaint that he has deposited the charges of electricity connection on 06.06.2016 vide Receipt No.3003315939 after completing all formalities, but in order to give strength to his submission, the complainants could not able to bring on the file receipt and documents relating to formalities i.e. Demand Notice and fitting of the electricity equipments, but no such type of documents have been placed on file, the complainant has produced on file simple a computer generated copy alleging that the same is issued by the opposite party electricity board but neither there is stamp of the electricity board nor the name of the electricity board is printed on that receipt and as such, this is not possible to take on file the said receipt that the same is issued by the electricity department, rather Counsel for Complainant was asked to bring the original receipt and for that purpose the case was adjourned from 21.03.2017 to 22.03.2017, but even today Counsel for Complainant could not produce any receipt, so if the Complainants have not deposited the security amount then the Complainants are not consumer of the Opposite Parties, if so this complaint is not maintainable and accordingly this complaint is dismissed. Copy of this order be supplied to the Complainant free of costs as per law and file is ordered to be consigned to the record room.
