  1. The Complainant is a consumer of the O.Ps having consumer No.416232030472 and paying regular bill of the power supply in domestic consumption category. The Complainant is a doctor by profession and use to give medical treatment in his house and it is not a nursing home. 3KW power is supplied to the house.

After installation of an air conditioner also the power consumption does not exceed 3KW. Regular payment also made on the enhanced bill.

On 16.02.2016 the staff of the O.Ps came to the house of the Complainant, broken the seal of the meter in his absence. When the Complainant came, they misbehaved using unwarranted language, took away the meter alleging energy is being utilized for nursing home purpose, imposed a penalty of Rs. 70,000/- and forced to pay. The Complainant issued a cheque of Rs. 70,000/- which has been drawn by the O.Ps. The practice of the O.Ps are monopolistic restricted trade practices. For the action of the O.Ps the Complainant defamed in the locality.

  1. The O.P. No.1 has been deleted from the Complaint. The other O.Ps are set Ex-parte. After perusal of the complaint and documents filed by the Complainant it reveals that the inspecting officer of the O.Ps given his remarks “Meter seized and refund to testing as the electricity meter is a suspect one”, further it is remarked “0.5 KW load used for clinic/nursing home purpose. The Complainant was using AC, heater and pump set and the load of 07KW. Shown by the inspecting officer, counter signed by the Complainant. When the connected load is of 03Kw but the Complaint using 7KW load certainly the O.Ps have rightly imposed penalty of Rs. 70,000/- and the Complainant deposited the amount on 16.02.2016.

The Commission does not feel to pass any order as the Complainant has given his signature on the inspection note and deposited the amount. Accordingly it is ordered:
